On May 9, 2025, the Beijing-Tianjin-Hebei Construction Technology Innovation & Application Exchange Conference, part of the event series titled “Trade between Beijing-Tianjin-Hebei Region in 2025: Investment Promotes Collaborative Development,” was successfully held at the China People’s Palace. The event was jointly hosted by CCPITs in Beijing, Tianjin, and Hebei, and organized by the Beijing Construction Industry Federation, Tianjin Construction Industry Association, Hebei Construction Industry Association, and the Construction Industry Committee of the Beijing Chamber of International Commerce.
The meeting was attended by representatives from industry associations, government departments, and enterprises across the three regions, totaling over 200 on-site participants and more than 2,000 online viewers. Notable attendees included Zhan Wenqing, Second-level Inspector of CCPIT Beijing; Li Ke, Director of Science and Information Technology at the Beijing Municipal Commission of Housing and Urban-Rural Development; Hao Xiaobing, President of the Beijing Construction Industry Federation; Feng Yi, Vice President & Secretary-General, and Wang Chong, Vice President; Hei Jinshan, President of the Tianjin Construction Industry Association, and Zhang Wei, Vice President & Secretary-General; Liang Jun, President of the Hebei Construction Industry Association, and Ren Guomin, Vice President. The conference was chaired by Wang Chong, Vice President of the Beijing Construction Industry Federation.
In his speech, Zhan Wenqing pointed out that over its 27-year development, the China Beijing International High-Tech Expo (CHITEC) has become a vital platform for showcasing China’s achievements in independent technological innovation and deepening international exchanges. He emphasized that the construction industry, as a pillar of the national economy, should drive green, low-carbon, and intelligent development through technological innovation to support the Beijing-Tianjin-Hebei coordinated development. Under global trends toward green and low-carbon development and the digital economy, technology-driven upgrading of the construction industry is critical for achieving high-quality growth and enhancing international competitiveness. Zhan expressed his hope that this exchange event—one of six activities under “Trade between Beijing-Tianjin-Hebei Region in 2025: Investment Promotes Collaborative Development” during the 2025 CHITEC—would bring enterprises and experts together to focus on the integration of technologies such as BIM and intelligent construction, share cutting-edge advancements, explore transformation pathways, and jointly cultivate new drivers for the high-quality development of the regional construction industry.
Li Ke stated in her speech that the Beijing-Tianjin-Hebei coordinated development is a major national strategy. The three regions have adhered to the principles of complementary strengths and mutual benefits, with collaborative innovation enhancing the region’s overall competitiveness and setting a benchmark for the transformation and upgrading of the construction industry nationwide. She noted that amid the deepening wave of technological revolution and industrial transformation, digitalized, intelligent, and green development have become inevitable trends in the industry’s evolution. To further advance coordinated innovation in construction technology across the region, she proposed four key measures: first, stay committed to innovation and build new hubs for construction technology; second, deepen the coordination of standards to foster synergistic industry development; third, enhance industrial collaboration to establish a new development paradigm for coordinated growth; and fourth, improve policy alignment to bolster support for construction technology innovation.
Feng Yi stated that 2025 marks a critical juncture for deepening reforms and laying the groundwork for the 15th Five-Year Plan, urging the construction industry to drive new quality productive forces through technological innovation and accelerate the Beijing-Tianjin-Hebei coordinated development. He noted that the total output value of the construction industry across the three regions has exceeded RMB 6 trillion, with Beijing contributing RMB 2.3 trillion, and highlighted flagship projects like the Beijing Municipal Administrative Center as leaders in industry upgrading. Feng shared key advancements: the BIM adoption rate has reached 90%, prefabricated buildings account for over 45%, and intelligent technologies such as AI-powered inspections and construction robots are now widely deployed at 85% of construction sites. Under the dual-carbon goals, Beijing is scaling up ultra-low energy consumption buildings and plans to complete a batch of green and low-carbon demonstration projects by 2027. Leveraging the “Action Plan on the Coordinated Development of the Beijing-Tianjin-Hebei Construction Industry,” the three regions have eliminated over 50 policy barriers and established an industrial chain framework featuring “design in Beijing and manufacturing in Tianjin and Hebei.” They are also jointly undertaking landmark Belt and Road Initiative projects to elevate the global influence of “China Construction.” Feng stressed that the Beijing Construction Industry Federation will deepen mechanisms for cross-regional recognition of qualifications and talent sharing, prioritize emerging fields like intelligent construction and green, low-carbon development, and develop a “Six New” Industrial Ecosystem—New Infrastructure, New Technologies, New Materials, New Equipment, New Products, and New Business Models—to propel the industry toward a high-end, smart, and green transformation, injecting robust momentum into the second decade of the region’s coordinated development.
During the keynote speech session, five industry experts from the Beijing-Tianjin-Hebei region delivered insightful presentations. Li Jiulin, National Outstanding Engineer, Beijing Scholar, and Chief Engineer of Beijing Urban Construction Group, presented “Beijing-Tianjin-Hebei Coordinated Development: Leading a New Wave of Green and Low-Carbon Economy with Technology.” Drawing on corporate practices, he elaborated on the pivotal role of technology in regional coordinated development and proposed actionable strategies for advancing green and low-carbon transformation through innovation. Guo Haishan, Chief Engineer of China Construction First Group Corporation Limited, focused on “Key Technologies and Equipment for Intelligent Supervision Systems Across the Full Construction Process: Research and Prospects,” sharing cutting-edge technologies and practical insights for achieving full-process and targeted project management through digitalized approaches. Chen Jie, Deputy Chief Engineer of Tianjin Tianyi Construction Group Co., Ltd., presented “Technological Innovation in Tianjin’s Construction Industry,” illustrating technological applications through vivid case studies. Gao Tengye, Deputy General Manager of Zhongtu International Science & Technology Group Co., Ltd., delivered “Green Construction Empowering Low-Carbon Transition in Hebei: Practices and Innovations,” offering an in-depth analysis of Hebei’s pioneering approaches to green building and low-carbon development, and showcasing a distinctive “Hebei Model” for green construction. Zhu Xiaowei, Chief Engineer of Beijing Uni-Construction Group, spoke on “Green and Smart Construction in Overseas Projects Under the Belt and Road Initiative: Innovative Practices and Management Insights.” From a global perspective, he shared practical experiences in overseas project innovation, providing valuable insights for Beijing-Tianjin-Hebei enterprises expanding internationally.
Under the theme of “Innovation-Driven and Technology-Empowered,” the exchange conference covered critical dimensions including green and low-carbon practices, intelligent supervision, regional case studies, and global exploration. It established a high-end dialogue platform for the construction sector in the Beijing-Tianjin-Hebei region, effectively fostering the deep integration of green technologies with intelligent construction, and injecting fresh momentum into the region’s coordinated development.
