To thoroughly apply the spirit of the 20th National Congress of the Communist Party of China, fully implement the Beijing-Tianjin-Hebei coordinated development strategy, and promote the deep integration of regional cultural and tourism industries, the Beijing-Tianjin-Hebei Industrial Tourism Service and Promotion Exchange Conference was held in the Beijing Economic-Technological Development Area (BDA) on the afternoon of May 10, 2025. It was co-hosted by CCPIT Beijing, the Beijing Chamber of International Commerce, CCPIT Tianjin, the Tianjin Chamber of International Commerce, CCPIT Hebei, the Hebei Chamber of International Commerce, and the Publicity and Culture Department of the BDA Working Committee.
The conference was an important component of the event series titled “Trade between Beijing Tianjin Hebei Region in 2025: Investment Promotes Collaborative Development,” a parallel session of the China Beijing International High-Tech Expo. Based on the integrated development concept of “Industry + Culture + Tourism,” the meeting brought together more than 300 representatives from government agencies, industries, and enterprises across the three regions to discuss high-quality development paths and future visions for industrial tourism.
Focusing on Coordinated Development and Seeking Innovative Practices
At the meeting, Zhu Jialiang, Vice Chairman of CCPIT Beijing, and Shi Wei, Deputy Secretary of the BDA Working Committee, delivered speeches.
Zhu Jialiang stated that the coordinated development of the Beijing-Tianjin-Hebei region is a major strategic decision made by the CPC Central Committee. In recent years, the trade promotion agencies of the three regions have earnestly implemented the tasks and requirements of coordinated development. At this conference, the CCPITs of the three regions, together with government departments in culture and tourism, development and reform, and economy and information technology, have taken multiple measures and coordinated efforts. By leveraging shared resources and complementary industrial strengths, they have continuously diversified the supply of tourism products, deepened the core value of industrial tourism, and built a new development paradigm featuring “industry + tourism” integration. He also hoped that Beijing, Tianjin, and Hebei would give full play to their respective regional tourism resources, deepen regional cooperation mechanisms, empower product supply with innovative thinking, and strive to develop Beijing-Tianjin-Hebei industrial tourism into a nationally exemplary brand with local characteristics, showcasing to the international community the deep integration of China’s industrial civilization and cultural tourism.
Shi Wei noted that as an important window for the capital’s reform and opening-up, the BDA has always pursued high-end industry and technological innovation-driven development. It has deeply implemented the “44637” strategy for the converged enhancement of high-quality development (which is guided by four national strategies, consolidates and strengthens four leading industries, comprehensively develops six future industries, enhances three integrated developments, and builds seven supporting systems), and successfully transformed from a “development zone” to “E-Town.” To fully leverage its exemplary role as a demonstration zone for the new quality productive forces, the BDA has proactively integrated itself into the major strategy of coordinated development in the Beijing-Tianjin-Hebei region. By prioritizing industrial collaboration and capitalizing on Beijing’s strengths as a primary hub for high-end, precision, and cutting-edge industries, the BDA has forged in-depth partnerships with Tianjin and Hebei and conducted extensive cooperation across multiple sectors. This conference, leveraging industrial-tech tourism cooperation as an opportunity, drives the enhanced coordinated development of cultural tourism across the Beijing-Tianjin-Hebei region. It accelerates the integrated advancement of regional industrial chains, innovation ecosystems, and talent networks, fosters upstream-downstream collaboration across industrial value chains, and collectively builds a world-class industrial-tech tourism cluster.
The conference conducted in-depth discussions focused on themes such as “Development Trends and Responses in Industrial Tourism” and “Innovation-Driven Growth & Scenario Empowerment: Advancing High-Quality Development of Industrial-Tech Tourism in BDA.” Authoritative experts, including Gao Shunli, Member of the Expert Committee of the China Tourism Association and Former President and Editor-in-Chief of China Tourism News, and Liu Feng, Executive President of the China Chamber of Tourism, delivered specialized presentations, offering intellectual support for the transformation and upgrading of regional industrial tourism.
Deepening Practical Cooperation and Co-Building an Industrial Ecology
At the meeting, CCPITs in Beijing, Tianjin, and Hebei, together with the culture and tourism departments of the three regions, the Beijing Municipal Bureau of Economy and Information Technology, and the BDA Management Committee, jointly launched the Beijing-Tianjin-Hebei Industrial Tourism Joint Development Initiative, promoting four collaborative mechanisms: joint planning, market co-construction, route co-promotion, and industry co-cultivation.
The BDA Publicity and Culture Department joined hands with more than ten units, including the China Chamber of Tourism, the China Culture Promotion Association, the Hebei Cultural and Tourism Industry Association, the Tianjin Chamber of Tourism, and the Head Office of China Travel Service, to sign the Strategic Cooperation Agreement on Industrial-Tech Tourism Services in Beijing Economic-Technological Development Area. Through initiatives such as resource development, think tank support, and industrial cultivation, the BDA is accelerating the extension of industrial tourism chains and the quality enhancement and upgrading of its industrial tourism sector. These efforts propel the high-quality and innovative development of the BDA’s industrial tourism industry, expediting the establishment of a nationally influential demonstration zone for industrial-tech tourism.
Promoting High-Quality Resources and Demonstrating Regional Characteristics
The event featured a special session titled “Promotion of High-Quality Industrial Tourism Routes in Beijing-Tianjin-Hebei,” during which Beijing, Tianjin, and Hebei respectively released their industrial tourism plans with local characteristics.
In this endeavor, the BDA has implemented multidimensional strategies, including Cultural Leadership with Sci-Tech Branding, Innovation-Driven Vitality Activation, and Integrated Development for Collaborative Win-Win Outcomes. These approaches accelerate the cultivation of new business models, growth drivers, and operational paradigms in industrial tourism, while continuously elevating the development level of the BDA’s industrial-tech tourism ecosystem.
Tianjin Binhai New Area and Tangshan City in Hebei Province launched high-quality routes for the coordinated development of industrial heritage and eco-tourism at the meeting, fully demonstrating the diverse charm of industrial tourism in the Beijing-Tianjin-Hebei region.
Staying Action-Driven to Chart a New Chapter
An official from the Publicity and Culture Department of the BDA Working Committee stated that as the flagship platform of the “three science cities and one demonstration area” for building Beijing into an international innovation center, the BDA remains committed to empowering cultural tourism through new quality productive forces. This exchange event serves not only as a concrete initiative for coordinated development across the three regions but also as a significant endeavor to advance the inheritance and innovation of industrial heritage while supporting Beijing’s international innovation center ambitions. Moving forward, the BDA will leverage this event to deepen multi-tiered regional collaboration, explore mechanisms for cross-border resource sharing and route coordination in industrial-tech tourism, and jointly forge a modernized cultural tourism landscape characterized by complementary strengths, co-branding, and integrated win-win synergies. By positioning industrial tourism as a strategic bridge, the BDA will strengthen resource interconnectivity and industrial alignment among the three regions, collectively advancing integrated cultural tourism across the Beijing-Tianjin-Hebei region.
