On the afternoon of October 29, the Quarterly Exchange of the International Business Leaders Advisory Council for the Mayor of Beijing (IBLAC), along with a visit to Shunyi, was successfully held in Shunyi District. Approximately 80 participants attended, including Guo Huaigang, Secretary of the Party Leadership Group of CCPIT Beijing; Li Xiangying, Chairperson of CCPIT Beijing; other leaders from CCPIT Beijing; Song Peng, Vice Mayor of Shunyi District and Deputy Director General of the Management Committee of Beijing Capital International Airport Economic Zone; as well as senior representatives of IBLAC advisory members in Beijing.
Song Peng gave a briefing on Shunyi District’s overall planning and industrial structure, highlighting its excellent ecological environment, strategic location and efficient transportation network, as well as outstanding airport economic advantages, and rich functional platforms. Shunyi is committed to fostering three leading industries of “new-energy smart vehicles, third-generation semiconductors and aerospace” and three emerging industries of “medical health, intelligent equipment and new-generation information technology.” With these initiatives, Shunyi aims to become a major base for high-tech industries in Beijing. Song expressed hope for broader collaboration with international advisory members to drive robust regional industrial development.
Li Xiangying reviewed the IBLAC Secretariat's achievements in 2024 and laid out the plan for upcoming initiatives. She noted that since the last year, the leadership of Beijing municipal government had issued directives aimed at refining the IBLAC working mechanism and transforming IBLAC into a high-end advisory platform that serves Beijing’s economic and social development, and urban construction. In line with these directives, the Secretariat drafted the Articles of Association (Revised Draft) to clarify a foundational framework, and shared it with advisory members for feedback. Moving forward, CCPIT Beijing plans to leverage IBLAC’s role fully, strengthen the Secretariat’s functions, establish a mechanism for mid-term meetings and quarterly exchange meetings, offer more services, optimize the composition of IBLAC advisory members, and align member resources with Beijing’s high-level opening up, to deepen ongoing cooperation.
Guo Huaigang highlighted that CCPIT Beijing and the IBLAC Secretariat would work together with advisory members to continue to implement the outcomes of the 16th Meeting of the International Business Leaders Advisory Council for the Mayor of Beijing, including the suggestions of advisory members, and support the high-level exchanges and improve the working mechanism. He encouraged advisory members to sustain their engagement in Beijing’s development, promote Beijing’s image globally, continue to invest in Beijing, and actively participate in initiatives like the “Two Zones” and “Four Platforms”, the China Beijing International High-tech Expo and Beijing Week of Expo 2025 Osaka. He also expressed his expectation for advisory members in Beijing to maintain close communication with CCPIT Beijing and the Beijing Chamber of International Commerce, innovate the cooperation model, and utilize the “Service Package” mechanism, to jointly promote the expansion and development of multinational companies in Beijing and support Beijing’s high-level opening up.
High-level representatives of the advisory members expressed their gratitude to the Beijing municipal government, and appreciated the innovative organization of the 16th IBLAC meeting, the diversified activities, and the expanded service offerings. They appreciated the Secretariat’s diligent efforts and committed to strengthening daily engagement between Beijing and their headquarters, exchanging information, enhancing collaboration, and continuously expanding their investment and industrial presence in Beijing, thereby contributing to the capital’s high-quality development.
During the event, Zhu Jialiang and Song Peng jointly inaugurated the CCPIT Shunyi District and Shunyi District Chamber of International Commerce, to further bolster Beijing’s trade promotion framework and enhance the grassroots-level trade promotion capacity.
Before the meeting, advisory members’ high-level representatives of visited the key projects, including Beijing China-Germany Industrial Park and had on-site talks with the project stakeholders.
