Q&A

Journalist: According to the spokesman, focusing on the coordinated development of the Jing-Jin-Ji region, CHITEC will comprehensively present the 6/5 Industrial Framework for the first time this year. Could you please tell us the specifics?

Jiang Juncheng, Deputy Director of the Beijing Municipal Bureau of Economy and Information Technology:

Promoting the coordinated development of the Jing-Jin-Ji region is a key strategic decision made by the CPC Central Committee under Xi Jinping's leadership. It also marks the first national strategy focused on regional progress in the new era. Over the past decade, with Xi Jinping's direct planning, deployment, and promotion, the Jing-Jin-Ji region has seen significant achievements. This has enhanced the overall strength and vitality of the modern metropolitan area of China's capital, which is steadily advancing towards a world-class city cluster.

The industries of Beijing, Tianjin, and Hebei have now entered the new phase of joint growth. The focus is on strengthening interactions among the three areas, mainly by developing robust industry chains, clusters, and corridors. This approach aims to foster a cohesive regional business environment and align investment attraction policies. Efforts will also concentrate on refining the industrial coordination policy framework, facilitating the efficient distribution of various resources, boosting regional dynamism, and expanding the industrial scale and overall economic output of Jing-Jin-Ji.

Last year, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Science and Technology, and the governments of Beijing, Tianjin, and Hebei developed the Implementation Plan for Coordinated Industrial Development in the Jing-Jin-Ji Region. Focusing on advanced manufacturing, this plan aims to foster cross-regional collaboration to build competitive industry clusters. It includes a 6/5 Industrial Framework which prioritizes "Six Chains" (hydrogen energy, biopharmaceuticals, ICVs, cyber security and industrial Internet, high-end instruments, and industrial robots) and "Five Clusters" (integrated circuits, network and communication security, biopharmaceuticals, power equipment, and security emergency equipment). The "chain chief system", along with six industry chain maps, has been created under this framework. Specifically, the Jing-Jin-Ji Life and Health Industry Cluster and the Power Equipment Industry Cluster have received national recognition, each contributing to more than 20% of the national output in these sectors. We are strengthening the six key industry chains to overcome bottlenecks, while engaging in joint investments and institutional innovation to drive clustering, promote scalability, and achieve coordinated development. In the meantime, we are deepening regional industrial coordination and establishing a mechanism for cross-regional collaboration in creating world-class clusters of advanced manufacturing.

Our bureau's exhibition at the 26th CHITEC is themed "Open, Sharing, Green, and Future-minded". Centered on the 6/5 Industrial Framework for Jing-Jin-Ji and regional industrial coordination, we will showcase Beijing, Tianjin, and Hebei's latest progress and innovations in biopharmaceuticals, intelligent connected new-energy vehicles, hydrogen energy, and next-generation IT. We will also highlight the remarkable success of local enterprises in enhancing innovation, applying technologies, and tapping into new markets.

Moving forward, we will continue to follow the spirit of President Xi Jinping's important speech at the Meeting on Promoting the Coordinated Development of the Jing-Jin-Ji Region. The aim is to foster a new consensus on joint planning, shared growth, integrated system, and mutual strengths. Additionally, we will utilize CHITEC and other large platforms to enhance the roles of chambers of commerce, industry associations, and leading enterprises in attracting investment. This will help build a network of industry chains and pool resources from alliances of chambers of commerce and industry associations. Furthermore, we will activate market-driven dynamics to develop industrial synergies, establish a cross-regional collaborative service mechanism for enterprises, draw both domestic and international corporate resources to Beijing, Tianjin, and Hebei region, improve the industrial ecosystem, and collaboratively forge an integrated business environment.

We hope that all sectors will pay close attention to CHITEC and the shared growth of businesses from Beijing, Tianjin, and Hebei. By joining forces, we aim to strengthen our industrial foundation and modernize our industry chain, paving the way for a new era of coordinated industrial development in the region.
