The 2024 working meeting of the joint meeting mechanism of the Meeting of International Business Leaders Advisory Council for the Mayor of Beijing (hereinafter referred to as the “IBLAC Meeting”) was held on the morning of April 16. The meeting was attended by Guo Huaigang, Chairman of CCPIT Beijing (Secretariat of the IBLAC Meeting); Zuo Haifeng, Deputy Director of the General Office of the Municipal Government; Su Guobin, Deputy Director General of the Beijing Municipal Bureau of Economy and Information Technology; Tao Haidong, Deputy Director General of the Beijing Municipal Commerce Bureau; Zhang Ying, Deputy Director of the Beijing Municipal Bureau of Financial Work; Cai Chunlei, Second-level Inspector of the Beijing Municipal Commission of Development and Reform; and Wu Lanlan, Vice Chairwoman of CCPIT Beijing, along with those in charge from relevant departments of the Foreign Affairs Office and the Research Office of the Beijing Municipal Government.
The meeting provided a briefing on the 16th IBLAC Meeting and the instructions issued by the main leaders of the municipal government based on the IBLAC Meeting’s summary report. It was emphasized at the meeting to seriously study and expedite the implementation of these instructions, and to further improve the joint meeting mechanism of the IBLAC Meeting, the mechanism for providing feedback on advisers’ suggestions, the high-level communication and exchange mechanism, and the daily service mechanism. This is aimed at continuing to build a high-end consultation platform to support policy-making, enhance trade and investment promotion, and support Beijing’s high-quality development. The following priorities were identified at the meeting.
The first task is to implement advisers’ suggestions and provide feedback. Based on the 33 advisory reports, CCPIT Beijing identified 80 key points, compiled a “Comprehensive Report of Advisers’ Suggestions” and a “Plan on Division of Responsibilities for Handling Suggestions”, and distributed them to 46 units. CCPIT Beijing will follow up on the implementation by these units and report the progress to the municipal government. It is also suggested that the mayor provide feedback by addressing letters to advisers.
The second task is to strengthen services for daily communication. Measures will be taken to support high-level exchanges. Meetings and other exchange activities will be arranged when city leaders go broad or advisers visit Beijing. Information exchanges will be enhanced, with CCPIT Beijing regularly sending authoritative information to advisers to keep them updated on the latest developments and investment environment in Beijing. The needs of enterprises will be targeted, with CCPIT Beijing improving the “service package” mechanism to facilitate the resolution of concerns and problems facing the advisory units of the IBLAC Meeting and enterprises in Beijing, thus enhancing enterprises’ sense of fulfillment and satisfaction.
The third task is to expand the advisory units and optimize the structure. In combination with Beijing’s industrial planning and the development needs of related fields, the members of the joint meeting mechanism will engage deeply with the multinational enterprises that fully demonstrate the new quality productive forces, and admit them as the advisory units of the IBLAC Meeting in due course.
The fourth task is to innovate the form of activities. CCPIT Beijing will hold the biennial IBLAC Meeting and the mid-term meeting, diversify the form of daily activities such as working exchanges and dialogues, and regularly organize advisory units to visit Beijing districts and the Beijing Economic-Technological Development Area for exchanges and cooperation.
The members of the joint meeting mechanism indicated that they would, as always, actively support and participate in the IBLAC Meeting, and handle the advisers’ suggestions in accordance with the division of responsibilities. They also proposed working suggestions on how to implement the instructions made by the main leaders of the municipal government.
