On March 15, CCPIT Beijing held an enlarged meeting of the Party leadership group of the Council to convey and study the spirit of the “Two Sessions” (referring to the annual meetings of the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC)) and the spirit of the meeting of Beijing municipal leading cadres. The meeting mobilized CCPIT Beijing to think and act in line with the decisions and arrangements of the CPC Central Committee. It called for more efforts to implement the key tasks in the next stage by focusing on the city’s central work, so as to ensure Beijing to take the lead in “basically achieving socialist modernization”. Guo Huaigang, CCPIT Beijing Chairman, presided over the meeting and delivered a speech.
The meeting noted that this “Two Sessions” was a meeting of great importance and it took place at the initial stage of building China into a modern socialist country in all respects. At the third plenary meeting of the first session of the 14th NPC, General Secretary Xi Jinping has been unanimously elected president of the People’s Republic of China (PRC) and chairman of the Central Military Commission (CMC) of the PRC, which reflects the common will of the Party, the armed forces, and Chinese people of all ethnic groups. This move has greatly encouraged and inspired hundreds of millions of people to unite more closely around the Party Central Committee with Comrade Xi Jinping at the core, and to work together to achieve the goals and tasks set at the 20th CPC National Congress.
The meeting stressed that we must study the spirit of General Secretary Xi Jinping’s important speech at the “Two Sessions”, the guiding principles of this year’s Government Work Report, and follow the latest progress made at the annual session. It also conveyed the spirit of Secretary Yin Li’s speech at the city’s leading cadre meeting, which pointed out that it is necessary to conscientiously study and implement the spirit of the “Two Sessions”. The meeting pointed out that, in learning and practice, we must combine the spirit of General Secretary’s important speech at the “Two Sessions” with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the guiding principles of the 20th CPC National Congress, and at the same time we must bear in mind the important remarks made by General Secretary Xi Jinping on Beijing, using it as a guide to our practical work. The meeting also emphasized that we must develop a deep understanding of the decisive significance of the “two affirmations”, strengthen the “four consciousnesses”, bolster the “four confidences”, and ensure the “two upholds”. Additionally, the meeting put forward requirements that, through carrying out in-depth educational and practical activities, we must strive to “become a vanguard of high-standard opening up of the capital” and to forge a high-quality trade promotion team that can assume the heavy responsibility of the times.
Guo Huaigang highlighted that we must make solid progress in all our works centering around the key tasks of the municipal party committee and the municipal government, and take the “two zones” initiative (referring to the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone), the construction of the International Exchange Center, and other relevant projects undertaken by CCPIT Beijing as our focus. In this regard, we will give full play to the role of CCPIT Beijing as a bridge linking government and enterprises, forging domestic and foreign relations, and unimpeded supply and demand, in an effort to promote the capital’s high-standard opening up and serve its high-quality development. First, we will ensure the successful hosting of major events, such as the Beijing International Investment Cooperation Seminar and Conference, the Exhibition of ZGC Forum (also known as China Beijing International High-tech Expo), the Mid-term Meeting of the International Business Leaders Advisory Council for the Mayor of Beijing (IBLAC), and the 16th China-LAC Business Summit. Second, solid efforts should be made to carry out the “two zones” initiative. In accordance with the Action Plan for Trade Promotion in the Development of the Two Zones in 2023, we will attract investments through multiple channels, further strengthen services for enterprises, help optimize the business environment, and carry out policy publicity. We will actively offer advice and suggestions regarding to the institutional opening-up of the”two zones”, push the construction of the “two zones” to a high level, exert greater force in promoting trade by adhering to the “five initiatives” as part of the country’s efforts to pursue a new development pattern. Third, we will continue to improve task forces and service packages for the foreign enterprises in our city. Focusing on the 19 IBLAC members served by CCPIT Beijing, we will ask about their needs and help them solve their difficulties attentively to build up their confidence in developing in Beijing. Fourth, we will make good preparations for a new management of the Beijing Chamber of International Commerce (BCIC). We will attract more high-quality members, deepen the reform and development of BCIC, and enhance the engagement of the enterprises by providing high-quality services. Fifth, we will continue to expand the international circle of friends. We will step up exchanges with countries and regions along the “Belt and Road” Initiative, the RCEP member states and sister cities of Beijing to strengthen, activate, and develop a number of cooperative partners, jointly developing and enriching regional platforms for multilateral and bilateral business cooperation to hold more institutional activities. Sixth, we will accelerate the establishment of application-oriented think tanks. By gathering a group of experts in the field of foreign trade, we will enhance our strengths to promote trade. Furthermore, we will consistently improve our product offerings in response to the priorities of the municipal party committee and government, as well as the needs of enterprises. To further improve the quality of Beijing Reference for the Promotion of International Trade, it is conducive to offering effective advice and suggestions and better representing the industry and commerce.
The meeting stressed that we must lift our spirits to work hard with solidarity and cooperation to deliver outstanding outcomes, and stay committed to national mission of our times, as well as contribute to the advancement of Beijing’s trade promotion, striving to write a Beijing chapter as part of the country’s pursuit of building a modern socialist country in all respects.
