During the China International Fair for Trade in Services (CIFTIS), the Ministry of Commerce released the Work Plan to Support Beijing in Piloting the World Trade Organization E-Commerce Agreement. As the only pilot city nationwide, Beijing will take the lead in implementing this agreement.

The Work Plan outlines 41 specific measures across five key areas, including enhancing digital trade, improving data governance systems, and optimizing the digital consumption environment. It proposes promoting the digitalization of trade processes through the use of electronic documents, e-certification, e-contracts, and e-invoices, as well as advancing paperless trade facilitation applications. Additionally, it aims to improve fundamental data institutions, strengthen personal information protection, promote data openness and sharing, and facilitate cross-border data flows. Furthermore, it emphasizes the enhancement of online consumer protection.
