A comprehensive development project in Shanhaiguan Lingang economic development zone

I. Project description

The project is situated within the area of 8.76 square kilometers to be developed in Shanhaiguan Lingang Economic Development Zone. The reconstruction of the project will be carried out in two phases according to the spatial layout and the development schedule of the Zone.

Phase I (the west area of Shugang Road): the planned area is about 6.37 square kilometers and with a planned population capacity of 44,000. In light of the construction of office, commercial and residential sectors in the west, the area is planned to integrate the land used for commercial service facilities and mainly provide spaces for industrial enterprises in the zone, such as business office, business negotiation, commodity display;

Phase II (the east area of Shugang Road): the planned area covers around 5.39 square kilometers and with a planned population capacity of 17,000. According to the Detailed Regulatory Plan of Shanhaiguan Lingang Economic Development Zone, Meng Jiangnu Temple Tourism Industrial Park is planned to be developed in the west, the north and the south areas of the Temple in line with the tourism development planning of the scenic area, and a Tourism Manufacturing Industrial Park is planned to be built in the south area of Meng Jiangnu Temple Tourism Industrial Park,

II. The investment estimation and the funding sources

The total investment of the project is estimated to be RMB3.067 billion yuan, of which RMB1.594 billion for village demolition, RMB 860 million for land acquisition and RMB613 million for infrastructure construction. All the investment is planned to be raised through investment attraction.

III. Market analysis

Shanhaiguan Lingang Economic Development Zone, as the main arena of Shanhaiguan industrial and economic development, has unique comprehensive advantages in nature, geography, transportation, cultural environment and policies, it has a strong impetus for development and a promising future. The roll-out of the relocation of the west area of Qinhuangdao Port which is known as the "No. 1 Project" of Qinhuangdao City in particular, Shanhaiguan Lingang Economic Development Zone will gather more quality factors and competitive industries and see great potential and broad prospects for development.

IV. Construction conditions

The project is located in Shanhaiguan Lingang Economic Development Zone, reaching the Beijing-Shenyang Expressway in the north, the National Highway 102(G102) in the south, and the New District of Dongdaihe (in Liaoning Province) in the east, and is superior in its location. Infrastructures such as water, electricity, telecommunication, road, heat, and gas can be matched to the red line of the project site.

V. Economic return analysis

The Development Zone will have a total of 2517.4 mu of land for commercial and residential development (plot ratio of 1.2 to 2.2), and 4826 mu of land for industrial use through overall demolition, reconstruction and land arrangement of the village. The assessed land value of the two phases will total RMB 3.454 billion, and the revenue will be RMB 387 million.

VI. Overview of the Construction Unit of the Project

Shanhaiguan Lingang Economic Development Zone is a provincial level economic development zone approved by the provincial government in July 2012. The development zone is located in Mengjiang Town, with a total planned area of 11.76 square kilometers. In accordance with the idea of "highlighting distinctions and coordinated development ", the Development Zone extends the industrial chain of advantageous industries such as high-speed railway bridges, railway accessories, food processing, bio-pharmaceuticals and nuclear industry, so as to form industrial clusters with significant competitive advantages.
