The Ministry of Industry and Information Technology of China issued the Implementation Opinions on Promoting the Quality Improvement of Manufacturing Products and Services (hereinafter referred to as Opinions), which includes 19 recommendations, and proposes that, by 2022, the manufacturing quality of China will be significantly improved, the basic support capacity for quality improvement will be significantly enhanced, a favorable environment will be further optimized, and quality work systems of various industries will be made more efficient. Experts pointed out that the release of the document will impel the transformation and upgrading of the manufacturing industry, which will help facilitate China’s transition from a big manufacturing country of quantity to a powerful manufacturing country of quality.
The Opinions proposes to strengthen the role of technical support, encourage technological innovation of enterprises, promote customized and flexible production, enrich the range of products, and meet differentiated consumer demands. It is required to promote the standard implementation for the management system of the integration of informatization and industrialization, and promote the application of next-generation IT technologies such as cloud computing, big data, and artificial intelligence in quality management. The Opinions also emphasizes the role of brands. It is asked for enterprises to establish a quality-based brand development strategy, enrich brand connotation and improve brand image. Greater publicity should be drawn to brands, so as to lead consumer demand, enhance consumer confidence, and prompt enterprises to accelerate quality upgrades. According to the Opinions, four manufacturing industries have been chosen as the focus in the next stage of quality improvement. These include: improve the quality of raw material industry supply; enhance the quality competitiveness of equipment manufacturing; boost the upgrade of the consumer goods industry; and promote the IT industry to the mid-to-high end.
The Opinions also states that it is necessary to push the IT industry to the mid-to-high end. IT is proposed to accelerate the development of 5G and IoT-related industries, deepen the integration of informatization and industrialization, build an Internet industrial platform, strengthen new infrastructure for the Internet industry, promote the development and application of key basic software, industrial design software and platform software, and improve the quality of software engineering and Internet information security.
