On October 13, 2006, the Ministry of Commerce of the People's Republic of China (the "MOFCOM") issued the Announcement [2006] No.74, determining to impose anti-dumping measures on imports of spandex originated in Japan, Singapore, the Republic of Korea, Taiwan Region and the U.S. On October 12, 2012, the MOFCOM issued the Announcement [2012] No.62, deciding to extend the implementation period of the original anti-dumping measures to October 12, 2017.
On November 7, 2016, the MOFCOM issued the Announcement [2016] No.61, announcing the expiry of the anti-dumping measures above on October 12, 2017, and that, since the date hereof, the natural persons or legal persons of or on behalf of the domestic industry, or organizations concerned, may in writing submit the application for final review to the MOFCOM within 60 days before the expiry date of such anti-dumping measures.
Within the time limit specified, the MOFCOM did not receive any application for final review and it also decides not to initiate the final review investigation on an active basis. In this respect, according to Article 48 of the Anti-dumping Regulations of the People's Republic of China, the MOFCOM decides to terminate the anti-dumping measures imposed on imports of spandex originated in Japan, Singapore, the Republic of Korea, Taiwan Region and the U.S. as of October 13, 2017.
