Development of International Standard for Contactless Delivery Services launched, Expanding to All Delivery-Scenarios

On March 22, 2021, the first meeting was held in the form of an online conference for the international standard ISO/IWA 36 Guidelines for Contactless Delivery Services led by CCPIT Commercial Industry CCPIT Commercial Industry Sub-Council. Twenty-six experts from seven member states, including China, Japan, Singapore, Australia, Canada, Indonesia and Peru, attended the meeting.

The meeting was chaired by Qiao Zhenzhen, Secretary of ISO/IWA 36 Project and Deputy Director of the Standards Department of CCPIT Commercial Industry Sub-Council, who briefed the experts about the ISO Code of Conduct, information of the registered experts of IWA 36 from China and other countries, and the development process of IWA project and relevant requirements. Yao Xin, Chairman of ISO/IWA 36 project and Secretary General of CCPIT Commercial Industry Sub-Council, introduced the standardization research of contactless delivery service in China and the background of IWA 36 international standard. Zhang Huanxin and Huang Yuan from the project secretariat also shared about the development of contactless delivery services at home and abroad and the seven key issues that need to be considered for the work.

The experts fully discussed the scope, methods, processes, key elements, risks, quality management and good practices of contactless delivery services, and reached a consensus on the application scenarios of the services. They agreed that the contactless delivery services spawned by the Covid-19 outbreak have been widely used in the fields of take-away business, express delivery business and postal business, so when the ISO/IWA 36 international standard is developed, its scope of application should include these three fields.

It was resolved that the IWA36 Secretariat will collect further feedbacks from Chinese and foreign experts using online questionnaires, and compile the research results for the above key technical issues, and formulate the draft ISO/IWA36 Guidelines for Contactless Delivery Services. At the same time, the Secretariat will continue to collect and invite more institutions and experts at home and abroad to participate in the development of the international standards by the end of May 2021.

Yao Xin said that the ISO/IWA 36 Guidelines for Contactless Delivery Services is derived from Association Standard T/CCPITCSC 042-2020 Contactless Delivery Service Specification released by CCPIT Commercial Industry Sub-Council on March 10, 2020. In April 2020, the Sub-Council proposed to ISO to draft the international standard, and in late May, after voting of ISO/TMB (Technical Management Board), the project was formally approved with the project number ISO/IWA 36, and China was assigned as the secretary country. The project soon received worldwide attention. On January 26, 2021, the official website of ISO issued a press release on Upcoming Standards for COVID-19, listing the international standards to be introduced in 2021 in respond to the pandemic, of which ISO/IWA 36 Guidelines for Contactless Delivery Services was the first.

Yao Xin further pointed out that Association Standard T/CCPITCSC 042-2020 had been quickly transformed into the national standard Commodity Contactless Delivery Service Specification (GB/T 39451-2020). However, due to China’s industry management system, the national standard is only applicable to the field of instant delivery including takeaway delivery, and not to postal courier receiving and delivery business. This time, the international standard ISO/IWA 36, led by China, will expand its scope of application to the field of postal delivery and express delivery. For example, Australia Post has designated two experts to participate in the development of this international standard. The expansion of the application scope will allow China to exchange more new practices in delivery scenarios with other countries, and also allow China to contribute to the world new solutions for contactless delivery in areas other than instant delivery, and provide a new channel for Chinese organizations involved in postal delivery and express delivery to participate in the development of international standards.
