On October 26th, the First China-Japan Third-Party Market Cooperation Forum kicked off in Beijing. Chinese Premier LI Keqiang and Japanese Prime Minister Shinzo Abe attended the Forum and delivered keynote speeches. In addition, Mr. HE Lifeng, Head of the National Development and Reform Commission, Mr. ZHONG Shan, Minister of Commerce of P.R.C. and Hiroshige Seko, Minister of Economy, Trade and Industry of Japan addressed the Forum.
In his speech, Mr. ZHONG Shan said that the year 2018 marks the 40th anniversary of the China-Japan Treaty of Peace and Friendship, presenting a new opportunity for bilateral pragmatic cooperation. Against this backdrop, Chinese President XI Jinping and Japanese Prime Minister Shinzo Abe reached an important consensus on third-party market cooperation within the framework of the Belt and Road; in May when the Chinese Premier LI Keqiang visited Japan, the two countries signed a MOU on Sino-Japanese Enterprises Conducting Third-Party Market Cooperation. The third-party market cooperation between China and Japan will trailblaze a path for the bilateral pragmatic cooperation, present opportunities for the two countries and the third party, and contribute to the regional prosperity and global economic stability.
Mr. ZHONG Shan came up with three suggestions on China-Japan third-party market cooperation: first, innovate model for open and win-win cooperation. We should follow the principle of a government-guided, business-led and market-driven approach for win-win progress. Building on the principle, we will discuss the priority areas and key fields of the third-party market cooperation. Second, implement trade facilitation policies and measures. We will set up more platforms to promote trade, guide enterprises to invest in host country, and develop new trade business like e-commerce. Third, create a long-term and supportive mechanism. We should give economic groups and trade promotion organizations of the two countries a full play, establish an information sharing platform and a training mechanism to bring the enterprises of the two countries together by holding trade talks, trade fairs and joint exhibitions.
Mr. Hiroshige Seko pointed out that Sino-Japanese business ties are at a junction where competition is giving way to cooperation, and the Forum is a new starting point for the bilateral economic cooperation. Japan would like to work with China to promote high quality cooperation projects that comply with international standard, and discuss with China on projects with cooperative possibility such as the East Economic Corridor in Thailand.
The China-Japan Third-Party Market Cooperation Forum is jointly held by the Ministry of Commerce of P.R.C., the National Development and Reform Commission of China, Japan's Ministry of Economy, Trade and Industry (METI) and Ministry of Foreign Affairs of Japan, aiming to set up a platform for government-to-government and civil communication between the two countries on third-party market cooperation. Attracting over 1000 representatives from governments, economic groups and enterprises of the two countries, the Forum had four parallel sessions on topics like transportation and logistics, energy conservation, industrial upgrade, financial support and community development, promoting enterprises’ pragmatic cooperation and the matching of projects. During the Forum, the two countries concluded a total of 52 cooperation agreements covering extensive fields from infrastructure, finance, logistics to information technology.
