The 2nd Silk Road (Dunhuang) International Cultural Expo (SRICE) will be held in September and October 2017. SRICE aims to deepen cultural exchanges and cooperation of Belt and Road (B&R) countries, as suggested by the Vision and Actions on Jointly Building Belt and Road and MOC’s Action Plan for Cultural Development of Belt and Road Countries (2016-2020).
As the only B&R-themed high-end cultural presentation platform approved by the Chinese government so far, SRICE is made up of exhibitions, forums, performances, and trade promotions. On the principle of “promoting cultural exchanges, cooperation and co-development”, SRICE carries forward the Silk Road spirit, focuses on exchanges and mutual learning among civilizations, and contributes to people-to-people bonds. It is positioned as a high-end, specialized, and truly international cultural Expo, an important platform for cultural exchange and cooperation between China and other B&R countries, a springboard for Chinese culture to “go global”, and a support event for the Silk Road Economic Belt.
To pursue coordinated development of culture and other industries, and to promote cooperation and co-development of cultural industries, China Chamber of International Commerce (CCOIC) is authorized by the sponsors to stage the SRICE Trade Fair at Dunhuang International Convention and Exhibition Center on Sept. 20th-23rd.
The Trade Fair aims to make SRICE more international, market-oriented and specialized. It will further establish SRICE as a world-renowned cultural brand; a window to, and catalyst for, China’s cultural reform and innovation; an engine and weathercock of domestic cultural industry; a springboard for Chinese culture and products; a cultural boost for western China; an incubator of new businesses and merged industries; and a platform for key cultural project investment, financing and trading.
The 10,000m2 exhibition space of SRICE will be divided into ten zones, dedicated respectively to “press, publication, radio, film and TV”, “cultural software and animation”, “design services”, “culture + fashion”, “culture + consumption”, “intangible cultural heritage”, “cultural industry and services”, “culture + tourism”, “cultural equipment manufacturing and services”, “Gansu and B&R”. Exhibitors include over 600 enterprises from nearly 30 countries and regions. An estimated 100,000-odd visitors and purchasers will attend (see Appendix II).
At the SRICE Project Cooperation, also run by CCOIC, government bodies, commercial associations, trade promotion organizations, cultural exchange and cooperation organizations, and cultural enterprises from B&R countries and beyond will introduce the prospects, policy environment, trade competitiveness, and key projects of B&R countries. Some 300 guests from B&R countries and beyond will attend, including representatives, experts, scholars and media professionals from international organizations, embassies/consulates in China, commercial associations, trade promotion organizations, cultural exchange and cooperation organizations, and cultural enterprises (see Appendix III).

Appendix I
CCOIC Basics
Founded in 1988 upon approval from the State Council, China Chamber of International Commerce (CCOIC) is a national chamber of commerce made up of Chinese enterprises, institutions, and other organizations engaged in international commercial affairs. As China’s representative to the International Chamber of Commerce (ICC), CCOIC conducts business with ICC in the name of ICC China and under the guidance of CCPIT.
CCOIC is organized based on a membership system. Its main responsibilities are to promote Sino-foreign economic and trade exchanges and cooperation, represent Chinese industrial and commercial industries in petitioning international organizations and governments, engage in the institution and popularization of international economic and trade rules, and call for social responsibilities and public good among enterprises.
Positioned as a pivotal chamber of commerce, CCOIC is comprised of the General Department, Membership Department, Convention and Exhibition Department, Cooperation and Development Department, and ICC Affairs Department (viz. ICC China). It conducts institutional cooperation with other commercial associations in China to provide members and enterprises with opportunities of international exchanges, industrial collaboration and tender invitation as well as legal advice, market information, convention and exhibition planning services, and training.

About 2017 SRICE Trade Fair

CCOIC is entrusted by the sponsors to organize the SRICE Trade Fair and Project Promotion. We hereby give the following introduction to SRICE.

The inaugural SRICE was held in Dunhuang on Sept. 20th, 2016. Vice Premier Liu Yandong addressed the opening ceremony and read out the congratulatory letter from President Xi Jinping. With the theme of “promoting cultural exchanges, cooperation and co-development”, it attracted the participation of 569 guests from 95 foreign delegations of 85 countries and five international/regional organizations; 434 foreign guests from 66 overseas organizations attended the forums, annual exhibitions and performances; 6 current or former foreign government leaders addressed the ceremony; 1,330 Chiense guests from 23 delegations of Chinese provinces, cities as well as Hong Kong, Macao and Taiwan also attended.
Speakers at the opening summit include: Jean-Pierre Raffarin, Representative of France and Chairman of the Committee on Foreign Relations, Defense and Armed Forces of the French Senate; Onsari Gharti Magar, Speaker of the Nepalese Parliament; Haji Mohammad Mohaqiq, Second Deputy CEO of Afghanistan; Yim Chhay Ly, Deputy Prime Minister of Cambodia; David Andre Azoulay, Cultural Advisor to the King of Morocco; and Zhu Shanzhong, Under Secretary General and Executive Director of World Tourism Organization.
The 36,000m2 exhibition space was divided into four zones and 33 sub-zones. Over 8,000 exhibits from 60-odd countries presented a panorama of Silk Road civilizations, one that was beyond the boundary of time and space. The 1st SRICE, which recorded more than 170,000 visits, created a great sensation.
