Video Meeting on “2021 Promotion of the Measures Taken in Response to Trade Barriers” Successfully Held

CCPIT Beijing held a video meeting titled “2021 Promotion of the Measures Taken in Response to Trade Barriers” on the afternoon of December 9^th jointly with the Beijing Municipal Commerce Bureau, CCPIT Sub-councils in Tianjin, Hebei, Shenyang and Qingdao, and the China Chamber of International Commerce. Wang Hongcun, First-level Inspector of the Beijing Municipal Commerce Bureau, delivered a speech online. Huang Jianhua, Senior Consultant of the Beijing Entry-Exit Inspection and Quarantine Association, Tu Xinquan, Dean of the China Institute for WTO Studies at the University of International Business and Economics, Wang Dakun, Lawyer of Beijing Zhong Lun Law Firm, and Hu Guo’ai, Deputy Director of the Trade Remedy and Investigation Bureau at the Ministry of Commerce, gave presentations respectively on “Interpretation of Market Access Mechanism in Foreign Trade”, “Adjustment of Global Value Chain and Reconstruction of Global Economic and Trade Rules”, “Extraterritorial Application of American Laws and Compliance Practice by Enterprises under China’s Countermeasures”, and “Introduction of Trade Remedy Situation and Measures Taken in Response to Trade Barriers”. The meeting was attended by more than 1,000 representatives from the organizers, related business associations and over 10 provinces, autonomous regions and municipalities.

Wang Hongcun briefed the participants about the situation of trade remedy in Beijing this year, and pointed out that facing the intensified rules-based game in international economy and trade, raised market access threshold and higher costs in compliance, it is necessary to strengthen the compliance management by enterprises, improve their awareness in abiding by and applying rules, and help enterprises know where the red line is and avoid the risks, and make better use of international rules to promote the sustained and stable development of economy and trade.

Huang Jianhua gave an overall picture on China’s import and export trade, qualification requirements for enterprises in import and export trade, and market access mechanism for import and export trade, and explained the compliance requirements for medical devices based on different cases. Tu Xinquan systematically expounded his unique views on the adjustment of global value chain and the reconstruction of global economic and trade rules from the perspectives of “global industry chain has been greatly impacted by multiple forces”, “global trade rules take on new features in reconstruction”, “change of US policies and intensified China-US competition endanger global governance”, “WTO reform is stuck in difficulties and the multilateral system does not work anymore”, “regional integration is the result and guarantee of the region-based development of industry chain”, “industry policy is a global consensus and international game is intensifying”, “the values are demonstrated in trade including value-added trade”, and “FDI is weakening as a driving force of globalization”. Wang Dakun mainly introduced the extraterritorial application of American laws, the characteristics of Biden administration’s China policy and the trend of trade policy, and China’s countermeasures and the measures taken by enterprises in response. Hu Guo’ai explained in detail the concept of trade barriers, comprehensively introduced the current situation of trade barriers facing Chinese enterprises, and put forward suggestions on how to deal with trade barriers.

This training marks the 7^th time since 2015 that CCPIT Beijing cooperated with the Beijing Municipal Commerce Bureau and other departments in the organization of service activities on laws concerning foreign affairs for enterprises. With enhanced service quality and brand influence, the training is attracting more attention and participants from enterprises, and has become a professional service platform where enterprises can have access to the interpretation of trade barriers-related policies, and relevant information, experience and suggestions. It also has helped give full play to the role of trade remedy in avoiding risks, and contributed to promoting the high-quality development of foreign trade, and enhancing enterprises’ awareness in dealing with foreign trade barriers and their ability in applying rules.
